Is a symbolic or legal ceremony included in these packages?

Symbolic, in almost every case. A symbolic ceremony has no legal standing, so couples handle the legal marriage at a courthouse at home. A legal civil ceremony abroad requires additional documentation and usually carries a supplement, so ask for that quoted separately if you want one.
